Mr. Jones
founded the firm of Jones & Beardsley, P.C. in 1997. He was formerly a partner with the
statewide law firm of Borton, Petrini & Conron. His practice focuses on land use and
environmental matters, with an emphasis on issues arising under the
California Environmental Quality Act (CEQA), the State Planning and Zoning
Law, the National Environmental Policy Act (NEPA), the Endangered Species
Act, the California Endangered Species Act, and other relevant land use and
environmental laws. He represents
private developers, public agencies, project proponents, consulting firms,
non-profit organizations and individuals.
He handles all phases of the land use entitlement process, permitting
processes, including administrative approvals and extensive project
development.
Mr. Jones has represented
numerous clients, including private developers and public agencies, in
litigation arising under CEQA, NEPA and other relevant land use laws. He worked extensively with private
developers and the San Joaquin Valley Air Pollution Control District in the
creation of the first Voluntary Emission Reduction Agreement program in the
San Joaquin Valley. He has negotiated
and documented numerous settlement agreements with governmental agencies and
environmental groups on various projects, including agricultural land loss
mitigation agreements, air quality mitigation agreements, trail and
recreation mitigation agreements, remediation plans and similar matters. Mr. Jones has worked extensively with
public agencies, private developers, utility providers and environmental groups
in the creation of conservation areas and dedication of conservation
easements for environmental protection and impact mitigation.
Mr. Jones received his undergraduate
bachelor of science (B.S.) degree from the University of Texas, Permian Basin
in 1977, where he completed a major in geology and a minor in
mathematics. He received his juris
doctorate (J.D.) degree from the University of the Pacific, McGeorge School
of Law, in 1990. While in law school,
he served as primary law review editor for the Transnational Lawyer from 1989
to 1990. His scholastic achievements
include: Order of Barristers, Moot Court Finalist, “Final Four” Top Oral
Advocate Competition, 1988-1989; Moot Court Brief Competition, 1988-1989;
National Moot Court Competition Team, 1989-1990; Trial Advocacy Competition
Team, 1989-1990; and Western Region Finalist, National Trial Competition,
Texas Young Lawyers Association, 1990.
Mr.
Jones has served as lead counsel for the entitlement, development and/or
operation of numerous projects in the State of California, and in other
